KUALA LUMPUR: The conditional movement control order will be imposed on all states in Peninsular Malaysia except Kelantan, Perlis and Pahang from Nov 9 until Dec 6, says Datuk Seri Ismail Sabri Yaakob .

The Senior Minister (Security) said this meant that the current conditional MCO in Selangor, Kuala Lumpur, Putrajaya and Sabah, which was supposed to end tomorrow, would be extended as well.

Ismail Sabri said the National Security Council (NSC) special meeting decided as such, given the spike in the number of Covid-19 positive cases in these states.

“The Health Ministry discovered that there has been a significant increase in positive cases as well as rate of infections in Kedah, Penang, Perak, Negri Sembilan, Melaka, Johor and Terengganu.

“Based on the ministry’s advice, the NSC Special Meeting has decided to impose the conditional MCO in the states involved, ” he told reporters during his daily briefing yesterday.

Imposing the conditional MCO will enable Health Ministry officials to conduct target testing and limit the movement of people.

The standard operating procedure (SOP) are similar to other conditional MCO areas, including no inter-district or interstate travel except for emergency cases and with police permission, he said.

“Workers who wish to travel between districts must show their work passes and company letters.

“All education institutions in the states are closed and only two people from each household are allowed to go out to buy necessities.

“More details on the SOP can be found on the NSC website, ” Ismail Sabri said.

Meanwhile, Kelantan, Perlis and Pahang are still under the recovery MCO given the low number of positive cases in these states, he added.

“Interstate travel to and from these three states is prohibited except for emergency cases and with police permission.

“However, inter-district travel in the three states is permitted, ” he said.

For Sarawak, interstate travel from Peninsular Malaysia, Sabah and Labuan is prohibited except for those who have obtained police permission, Ismail Sabri added.

“However, inter-district travel in Sarawak is permitted except to Kuching, ” he said.

Asked on proposals to impose the enhanced MCO in Sabah, given the high and increasing number of positive cases, Ismail Sabri said the NSC Special Meeting is concerned as almost all areas in Sabah are red zones.

“The Health Ministry will do their risk assessment and advice on the suitable course of action. If any decision is made, we will announce it, ” he said.

On another matter, Ismal Sabri announced that enhanced MCO has been imposed on Sekolah Agama Bantuan Kerajaan (SABK) Maahad Al-Yahyawiah in Padang Rengas, Kuala Kangsar.

He said tests conducted at the school on Nov 5 detected 27 Covid-19 positive cases.

“Based on advice by the Health Ministry, the Special NSC meeting has decided to impose the enhanced MCO on the school from Nov 8 until 21.

“It will enable Health Ministry officials to conduct targeted screenings involving 123 students and 11 personnel to prevent the spread of the virus, ” he said.

Ismail Sabri also announced that the enhanced MCO at Taman Semarak, and PPR Sri Balung in Tawau, which started on Oct 26, will end as scheduled today.

“As of Nov 5, the Health Ministry has conducted 2,051 screenings and only 13 positive cases were detected.

“The risk assessment conducted by the ministry showed a downward trend in infections and the situation is under control.

“We have thus decided to end the enhanced MCO at the two localities on Nov 8 as planned, ” he said.

CMCO Rules:-

• All schools, higher education institutions, training institutes, kindergartens, childcare centres, public parks and recreational centres will be closed;
• Activities in the economic, industrial and trade sectors would be allowed to operate as usual, but the working hours may be limited;
• Daily markets are allowed to open from 6am to 2pm, while wholesale markets may operate from 4am to 2pm, and night markets 4pm to 10pm;
• Clinics and public hospitals will be allowed to open for 24 hours while pharmacies and medicine stores may operate from 8am to 11pm;
•  
• Only two members of a household may leave the house to buy necessities;
• All forms of public transport such as buses, taxis and e-hailing services are allowed to operate from 6am to 12am;
• Daily markets are allowed to open from 6am to 2pm, while wholesale markets may operate from 4am to 2pm, and night markets 4pm to 10pm;
• Clinics and public hospitals will be allowed to open for 24 hours while pharmacies and medicine stores may operate from 8am to 11pm;
• Fishing, farming and the agriculture sectors may operate as usual; and
• All social gatherings, including weddings, and entertainment activities are not allowed.
